He captured the Japanese Bantamweight title in June 2022 with an eighth-round TKO victory over Kyosuke Sawada and made four successful defenses of that regional belt.His career highlight came in October 2024, when he challenged WBA Bantamweight champion Takuma Inoue in Tokyo. In a candidate for fight of the year, Tsutsumi scored a knockdown in the 10th round and won a unanimous decision to become the New World Champion.
In his first title defense in February 2025, he fought to a 12-round draw against former Flyweight champion Daigo Higa, retaining his title.
