His career highlight came in October 2024, when he challenged WBA Bantamweight champion Takuma Inoue in Tokyo. In a candidate for fight of the year, Tsutsumi scored a knockdown in the 10th round and won a unanimous decision to become the New World Champion.

In his first title defense in February 2025, he fought to a 12-round draw against former Flyweight champion Daigo Higa, retaining his title.
