In football, international clearance refers to an authorization permit that is required before a player can be transferred either from a foreign or overseas football association. This requirement is mandatory and should be completed before the player moves across the national or international football clubs or associations. Without complying with these requirements, the player will not be permitted to transfer.
Eligibility for International Clearance
International clearance applies to all levels of the game. Any player over the age of 10 is required to register for the authorization permit, especially if they are seeking to register for a club in England. This permit is also compulsory in compliance with FIFA rules if the player is active with a club abroad. Such procedures cover players enrolled in other Home Associations or a first-time licensed player who is a foreign national.Under Article 19 of FIFA regulation, the law states that the movement of players across international borders is only allowed if the player is over the age of 18.However, there are four exceptions to this rule. The exceptions are applicable if the player has previously played in a club abroad or if the player seeks to register in England for the first time as a foreign national. The other two exceptions are the “5 year rule” wherein the player registers for the first time after living in England for five consecutive years and if the player is a refugee, exchange student, or enrolled in a boarding school.
How to Obtain International Clearance?
The registration for international clearance is the responsibility of the football club. The player is not permitted to obtain the authorization permit. Instead, the club in which the player intends to register will be the one to complete the request form together with the passport copy of the player or its national identity card.It will be the role of the club to verify the registration history of the player to ensure whether such authorization permit is required or not. Once the request form and other requirements are obtained, forward these to The FA (Football Association). The club shall then receive a written confirmation from The FA once the association has received notification from the National Association, where the player was previously registered.
