He is noted to be capable of contributing critical goals. He entered the Korea DPR National football team in 2007 and has made 18 appearances and 6 goals for the team until now. He plays as a striker.

Choe proved to be a useful player during the qualifying of the 2010 FIFA World Cup in South Africa. He made 2 goals from side. He made 8 appearances in the preliminary stages. Out of the 8 appearances, he came as a substitute in two times.

Choe made his first goal in the international soccer league during his very first match against Turkmenistan. He scored the goal when only 18 minutes were remaining. He made his second goal during Korea DPR's meeting with United Arab Emirates at the final qualifying round. He was given a starting place then. He opened the score in the second half and his contribution proved to be very useful and Korea DPR won with 2-1.
