The 23-year-old France international centre-back will join Barcelona, pending passing a medical and the formal signing of contracts.
Kounde has spent the past three years with Sevilla, after emerging at Bordeaux, debuting for Les Bleus in June 2021. He has 11 France caps.
The move is believed to be worth 55 million euros, with Kounde joining Raphinha, Pablo Torre, Franck Kessie, Andreas Christensen and Robert Lewandowski as off-season Barca signings.
The Blaugrana’s off-season transfer spending is remarkable, given 12 months ago club legend Lionel Messi left the club due to their financial issues.
Kounde had been chased by English giants Chhelsea but said Barca head coach Xavi Hernandez helped convince him to move to Camp Nou.
“I am very proud and grateful for this opportunity,” Kounde said. “I am excited because I am joining a great club with a great team. I am looking forward to getting going with the team and giving my best.
“Sevilla are a great club as well, of course, but Barca represent the next step in my career at every level. I want to compete in all competitions and try to win as much as possible, that is why I am here.
“The coach, Xavi, is one of the big reasons why I am here, too. I spoke with him several times. The way he spoke was captivating.
“We had some good conversations and we see football in the same way. Now it’s a question of coming into the team, settling in and giving my all to have as many minutes as possible and an important role in the side.”
Barcelona start the new La Liga season on Saturday 13 August at home to Rayo Vallecano.
