But the Magpies took the lead from a 61st-minute Callum Wilson penalty, before Teemu Pukki levelled with a fine volley for the Canaries with 10 minutes to go.
Newcastle remain last with seven points from 14 games, all coming from draws, while Norwich are 18th with 10 points.
“You need the spirit in the group to deliver what we need, and I feel it has grown,” said Howe who took over last month. “That’s going to be key for us.”
There is an expectation that Newcastle will spend in January to bolster their squad and boost their survival hopes.
Howe added: “It’s very difficult to make any promises of saying we will definitely spend money and sign players but I can promise the owners will support me and the team in trying to achieve what we need.”
Elsewhere, Raphinha’s 90th-minute penalty earned Leeds United a 1-0 home win over Crystal Palace.
