Martins Cipulis is a Latvian winger on Amur Khabarovsk.

Cipulis played most of his junior career in Latvia, where he spent a number of seasons in HK Riga 2000. He had 16 goals and 33 points with the club in 2005-06, and was called up to the KHL with Dinamo Riga in 2008, after scoring 21 goals and 42 points with Metallurg Zhlobin in Belarus during the 2008-09 season. He had 21 points in his first season in the KHL, and joined Amur Khabarovsk in 2010.

Cipulis played for Latvia at a number of international competitions, including the 2006 and 2010 Winter Olympics.
