Ryan Finley was born in Phoenix, Arizona on December 26, 1994. His parents are both college athletes. His father was a football player and his mother played tennis. His brother is a quarterback for the NC State Wolf Pack. Today, Finley is a free agent. He played college football for NC State. During the 2019 NFL Draft, he was selected by the Cincinnati. In high school, he attended Paradise Valley High School. During his senior year, he recorded 3,442 yards and 35 touchdowns. He played for Boise State University in college.

He was a redshirt for the first year in 2013. The next year, he played 5 games and completed 12 passes for 161 yards, two touchdowns and an interception. During his sophomore year, he played a few games before suffering an ankle injury.

During the 2019 NFL Draft, he was drafted by the Cincinnati Bengals during the fourth round. He was the backup for Andy Dalton. His first was against the Steelers during the 27-17 win. He threw 192 yards and a touchdown. He was benched after going 0-3 in his three starts.

On November 22, 2020, they played against the Washington Football Team. He completed 3 of 10 passes for 30 yards and an interception. The Bengals lost 20-9.
On March 19, 2021, he was traded to the Houston Texans.
